Now at my new place with 65MBPS for internet, whenever i have turned avast on, i only have like 6 MBPS but mostly 1-2 MBPS. I suggest you try reinstalling avast. Be sure to uninstall the current version first. Also, newer versions of avast have some cloud features. You may want to try disabling those and see if it helps. It was one of the shields, which i have to deactivate permanently.
